years behind bars. surveillance images show robert gladden, jr. pull a shotgun from inside his pants inside the cafeteria. as he opens fire, teachers rush in his direction pinning the teen against a vending machine. >> the pants had really deep pockets. i put the stock in my pocket and under my shirt. >> reporter: he tells police he warned two friends to leave the school before the attacks, he then assembled the gun and walked into the cafeteria. >> i didn't have one person i was trying to kill, i just turned to the side and shot. >> reporter: the shot hit a special needs student. he had 21 bullets with him. if he hadn't been stopped? >> got as many as i could and then got myself. >> you wanted to kill as many people as you could in school? >> reporter: his father pleaded for mercy. his lawyer says the teen has issues. >> we're penalizing people with

picture. >> public safety is a very important issue in baltimore county. >> reporter: the district three republican around 3:00 a.m. saturday, he left the elks lodge and drove a county owned vehicle down york road without his headlights on. when police stopped him, he pulled into an auto repair business he owns. according to documents, huff asked arresting officers, don't you know who i am? he admitted i've had a few drinks. he asks, do we really need to be doing the this? then he called the police chief repeatedly. >> he received three phone messages from the councilman. he did not respond to them. >> reporter: he staggered and slurred before registering more than twice the legal limit. constituents are outraged. >> should he keep his job or resign? >> i think he should resign.

>> he shouldn't keep his job. >> if you make a blunder, you should take responsibility and step down. >> reporter: he says he made a poor decision and is prepared to face the consequences. he regrets the pain he's caused family and friends. he denied the request for an on- camera interview. but he is getting back the county owned vehicle. he did not mention leaving his post here in baltimore county. >> he was released from custody a few hours after his arrest. the trial is under way for a new york police officer and university of maryland graduate charged in a bizarre cannibalism plot. valley is accused of planning to abduct, torture, and eat dozens of women including his estranged wife. she testified today that she went to the fbi after finding disturbing material on his computer. valley claims it was all a harmless fantasy. the middle of the country is getting slammed by another massive blizzard tonight.

in texas, the national guard had to rescue as many as 100 stranded motorists. both oklahoma and kansas are predicted to get another foot of snow in the next 24 hours after receiving record snowfall just last week. it could dump significant amounts of rain here in maryland. the deadline to stop massive budget cuts is four days away. unless congress acts, $85 billion in cuts will go into effect. so far, there are no signs a deal will get done. as pat warren explains, maryland's proximity to washington makes it one of the states with the most to lose. >> reporter: raising concerns for thousands of maryland workers. >> how soon will we be notified we would have to go out on furlough? >> the prospects for having a budget in a month. en >> i think maybe there needs to be a shift in the focus.

>> people aren't getting the chance to get their views expressed. >> reporter: maryland senator fielded questions at the social security administration in woodlawn today. >> it's going to cause significant reduction in the service levels which is something you don't want to see. >> reporter: governor omalley on face the nation yesterday. >> whatever our differences might be, we understand this is an economic threat. this is going to hurt a lot of moms and dads in our region who work in places like nih and nsa. >> reporter: they met with president obama at the white house today. there was criticism of congress and the president. >> they need to get out of that box that sits under the dome and understand that this has real implications in people's lives. >> the president needs to stop trying to scare the american people. i think all of us are calling on congress to come together to solve this problem and do it in a way where we can compromise

to save jobs and keep our economy moving forward. >> reporter: the pat offered no assurances that the cuts will be avoided. now back to you. >> and the president is urging governors to lobby members of congress. thousands of baltimore families descend on annapolis tonight rallying for improvements to city schools. they're pushing for a multi- billion dollar construction plan to fix crumbling classrooms. >> reporter: supporters say city schools need funding now. a few thousand students, city leaders,, anden concerned citizens rallied. they are advocates for baltimore schools and are demanding more money to fund them. >> it's time for better buildings, better baltimore, better maryland. >> reporter: it's located in west baltimore. jackson says it's falling apart. >> you see the vents.

you have some that work, some that do not work. >> reporter: in fact, the baltimore education coalition says it has a bold, long-range plan for city schools. $1billion is the estimate of the amount needed to renovate 65 schools. perhaps a harder sell will be the political will needed from the governor and lawmakers. >> when confetti falls on the last day of the session, we will have a deal for baltimore schools. >> we really need to make some improvements in city schools. >> reporter: something has to be done about the condition of city schools. they say if not, it will be the students in the long run who suffer. >> we recognize that our children deserve the best and if they're going to be learn, they have to be in facilities that are ready for learning. >> reporter: jackson school is a prime example of the delaptation plaguing some city schools. >> i think they should, but i

don't know if they will. >> reporter: their plan is much better than the current band aid approach currently in place. back to you. >> there are bills in the senate and the house that dealing with funding baltimore city schools. big changes in the coming season. smoking is now banned anywhere at m and t bank stadium. the maryland stadium authority has made it against the rules. they are working on a plan to allow people to leave the stadium to smoke and reenter. you can not light up within 25 feet of either complex. this year's concert will have a hip hop feel. >> reporting laugh from the tallest building in tokyo. >> come on. let it play a little longer. pit bull will headline the concert on may 18th. acts on the second stage will be announced closer to race

it's clear, 31 degrees right now. the complete forecast is coming up. a family in houston escapes injury after a car comes crashing through their roof. police say the driver of this suv lost control around a curve and went airborne. they say he hit one home before landing upside down on the roof of another. the driver received some minor bruises and took nearly 10 hours to pull the vehicle out of the roof. the coast guard says it will search through the night for a missing family whose sailboat sunk off the coast of california. the search started yesterday

when they received this distress call. >> coast guard, coast guard. we are abandoning ship. >> the coast guard says they lost contact after an hour and have not found any sign of the family. they say two small children are with the couple. they believe the boat went down 65 miles off monterrey. ikea has stopped selling swedish meat balls in 13 european countries. they say tests in the check republic show the products contained horse meat. the tests were done in response to last month's controversy. secretary of state john kerry met to discuss hot button issues like syria and iran. the two are expected to

concentrate on the emotional issue of the russian ban on american adoptions. imagine meeting the child you want to adopt, building a relationship, then being told that you can't be together? that's what thousands of american families trying to adopt children from russia are dealing with. tonight, we share a story of a maryland couple caught in the middle of a political tug of war. >> reporter: for matt and julie, waiting is excruciating. >> i pray to god every day that he'll let us bring them home. >> reporter: in september, the couple left their farm flying to russia where they spent days getting to know two 10-year-old girls they desperately hoped to an't do. >> how did it feel when you actually met the girls? >> after the first meeting, we knew these girls were for us. >> reporter: wjz has flued the girls' faces since matt and julie are still waiting to see if russia lifts the ban on american adoptions.

the government announced a ban this past december leaving couples like julie and matt in limbo. >> they both deserve a loving home, and that's what we can provide. >> reporter: many believe this adoption ban is in response to a recent american law calling for sanctions against russians who commit human rights violations. on the state department advisory committee on international law. >> are the children and their families the victims of a political tug of war between the two countries in. >> it's particularly cruel to have international adoption become the captive of other issues in the american rush relationship. i would take this as a private sector issue. >> reporter: americans and even rugs are protesting the ban concerned for the half a million or fans waiting for homes. when russia first opened its doors to american adoption, couples flooded the country adopted more than 60,000

russian children. judy williams is with an international agency specializing in eastern european adoptions. she's working with more than 20 families whose adoptions are up in the air. >> it shouldn't be a privilege to have a family who loves you, that you grow up with. you know, it just shouldn't be a privilege. it should be a right of every kid to have a family. >> my dear daughter, happy birthday, my sweet daughter. >> reporter: they write letter to the girls and decorate a bedroom they hope they will use. >> everything this here was made for them. this is her favorite color. my mother made this quilt for the one and that one's for the other one. >> reporter: with their court date on hold, they vow to wait forever if they have to. >> god brought us to these girls, and he'll bring them home. >> right now russia is only allowing adoptions already

approved by russian courts, something julie and matt were just days from getting when the ban took effect. there is a snow boarding prodigy turning heads on the slopes in oregon. check out this 1-year-old gliding her way down the hill. her parents say she was on a snow board before she could even walk, even though she is just again 1 years old. there is competition on the horizon. her newborn sister is expected to get on a snow board as soon as possible as well. great form, perfect balance. >> i think it's the low center of gravity, honestly. i've seen little kids 3 years old skiing much better than -- >> but she's one. >> that's amazing. she has no fear either. let's look at temperatures and conditions around the region. no wind. the dew point still down at 24. humidity, yeah, 74%. the barometer holding steady.

32.22 inches. 39 in d.c., we're at 31. 29 at pax river. away from the water and the urban centers, it's getting chilly now. a few upper 20s to the north. right around the freezing mark, very light winds. tomorrow the winds go back to the east. it will start bringing in moisture up the ocean. look for rain developing in the afternoon. except to the west of this where in some of the higher elevations, washington county west you're going to see some freezing drizzle, freezing rain, maybe a a little sleet, then it turns to rain. the only place we're expecting major issues will be garrett county. maybe an inch of sleet tomorrow before we see a change to rain. the rain still a long way off. it's recall rain, only just west of kansas city. the rest of this is rain.

that's what's going to be headed up our general direction over the next 24 hours. in fact, central maryland as you can see, we're under a flood watch. could be 1-2-inches of rain in some areas. to the west of us, that winter weather advisory and a winter storm warning. they could see as much as an inch of sleet, a quarter inch or more of ice tomorrow. going to be a really big mess up there. some of the trees and wires could be affected by that much ice. snow this morning, blizzard conditions over north texas. it's still snowing in some air i can't say, but primarily getting heavy rain to the snow. that will be moving into our region during the afternoon and early evening tomorrow. it will get milder. wednesday, nearly up to 60 degrees, then it cools down for the end of the week. east wind up to 30 knots.
